Anticrime package and chaos theory

This essay analyzes Law 13.964/2019, popularly known as the “Anticrime Package,” through the lens of Chaos Theory applied to Criminal Law, seeking to reveal how seemingly isolated changes in the criminal legal system can trigger major social transformations. The argument maintains that the bill reinforces an emergency criminal justice system, focused on mass incarceration and stigmatization of vulnerable segments of the population, rather than on a structured approach to crime. The logic of punitive escalation triggers unpredictable and cumulative effects, typical of complex systems where small initial changes have broad and often harmful consequences. It is concluded that such legislation should be examined not only as a response to crime, but as part of broader configurations of power, domination, and the undermining of fundamental rights.
