This special issue pays tribute to Claus Roxin, highlighting his decisive contribution to the consolidation of a criminal law guided by the values of the democratic rule of law. His work, which has had an international impact, has profoundly influenced Brazilian criminal doctrine, particularly through his theories of control over the act, functionalism, and objective imputation. His legacy lies in the articulation between criminal doctrine and criminal policy, conceiving criminal law as an exceptional intervention. In a context of punitive expansion, his reflections remain relevant today. The dossier revisits his ideas and reaffirms his commitment to limits on punitive power and fundamental guarantees.
